On November 21, the presentation of the draft version of National Strategy on Violence Prevention was held in the hotel Radisson, opened by the Government Administration, reports GHN based on press service of the Prime Minsiter.
The event was attended by the deputy chief of the Georgian Government Administration Nino Kobakhidze, Minister of Internal Affairs Aleksandre Tchikaidze, Minister of Labor, Health and Social Affairs Davit Sergeenko, representatives of diplomatic corps accredited in Georgia, international and non-government organizations.
The draft strategy was presented by the deputy Minister of Internal Affairs Levan Izoria.
In order to achieve the objectives set by the National Strategy on Violence Prevention, through active involvement of civil society and organizing relevant discussions, the draft version of the document will be improved and action plan of the national strategy on violence prevention will be created for future.
The aim of the National Strategy on Violence Prevention is to define relevant directions in long-term prospect. The strategy is the demonstration of the state readiness to respond the challenges that exist within the society today and prevent violence with participation of different public institutions. The purpose of violence prevention is to reduce the facts of violence on the country level, strengthening the fight against violence, providing active involvement of the state as well as public, and creating safe environment free of violence.
The Strategy includes all the directions of violence prevention that are particularly relevant to the public: prevention of violence in families, in schools and streets by means of proper mechanisms. These are specific prevention mechanisms of civil education (teaching democracy and informing the public on harmful results of dependence problem), mediation and re-socialization-rehabilitation. It is necessary to enhance the effectiveness of already existent measures and introduce new opportunities for violence prevention.
The document widely discusses different types of violence problem (in families, schools, streets), their causes, prevention mechanisms and challenges. In regard to family violence, long-term as well as temporary protection measures for the violence victims are emphasized. Concerning family violence prevention and management, not only protection of victims, but also rehabilitation of violator is equally important.
In the document, defining measures to be implemented for effective prevention of family violence, the following issues are mentioned: raising public awareness; deepening trust in activities of law enforcement structures among the population; advanced training of policemen with the purpose of changing their approach to gender-based crimes; development of risk assessment skills necessary for policemen; elaboration of standard action procedures obligatory for law enforcement bodies; simplifying procedures of approving restrictive order with the rule of court; re-training for the employees of different agencies (teachers, mandatory officers, doctors, social workers and justice system officials).
In order to achieve the objectives set by the strategy through active involvement of civil society, organizing extended discussions, Action Plan of national strategy on violence prevention will be created. Also long and short-term measures for implementation of the strategy goals, timelines, indicators and institutions responsible for carrying out the given activities will be defined.
National Strategy on Violence Prevention is simultaneously aimed at elimination of social causes of violence and reducing possibilities of committing violence. Its objective is prevention of a person's social isolation and provision of public safety.
It should be noted that the strategy is aimed at developing the government's joint approach to violence prevention through active participation of the wide society and taking into account the best international practice.
