The Russian government has partially lifted a ban on grain exports from the country, which is introduced from 15 August to 31 December 2010, allowed to export grain in the framework of international treaties of Russia to provide humanitarian assistance and even in some cases, reports «GHN».
This is stated in the ruling government of Russia on 30 August, and this document makes changes to the government decree of 5 August, which established an embargo on grain exports, RIA Novosti reported.
In addition, a ban on export of wheat and meslin, barley, rye, corn and flour are not spread, according to a new document, in the case of export of these products as ammunition, in accordance with the customs legislation of the Customs Union. Also, grain can be exported to Kaliningrad region and from its territory to the rest of Russia.
Allowed to export grain and flour, for the activities of military forces of Russia, located on the territories of foreign states; Russian organizations located in the city of Baikonur (Kazakhstan) and in the complex "Baikonur", as well as - for official use by diplomatic missions, consular offices and other missions of Russia abroad, and "for official use.
At the same time, the grain may be exported from Russia to eliminate the consequences of accidents and catastrophes, natural disasters, "including international humanitarian assistance," the document says.
Agricultural products could be exported and to ensure that the activities of Russian and Russian officials chartered vessels carrying out fishing and scientific research beyond the territorial sea of Russia, as well as the activities of organizations of Russia in the archipelago of Svalbard.

Because of the drought and the resulting reduction in forecast yields of grain in Russia, the government of Russia imposed a temporary ban on the export of grain and flour. In the last agricultural season (from July 2009 to July 2010) Russia exported 21.4 million tons of grain, and since the beginning of the new season has shipped about 3 million tons of grain.
