Georgian President has assessed the new Georgian draft constitution. Mikheil Saakashvili said the new draft constitution is of European type and it is another big step made forward for Georgia.
`As Georgia has so many people ambushed abroad and also some unconscientious people might use it inside the country, it awaited the conclusion by the CoE`s advisory body for legal affairs - Venice Commission - on how this constitution should look like.
`The conclusion was published today. I`d like to say that everything in this conclusion has been shared except one thing. According to the conclusion, our parliament should have reduced president`s power even more and the parliament said, that in this situation, when it is facing so many challenges, complete levelling of president`s power like in most European countries is ruled out. But this also kills arguments of those people saying that this constitution has been adjusted to someone. In this case, it was said that this constitution has been adjusted to me.
`If it was adjusted to me, why we did not agree with the commission in the part of president`s rights. And if it was not adjusted to me, then we agreed with the commission in all the other parts that means that the parliament`s role in forming government has reinforced.
`The main recommendation and European principle has been shared - since now, government will be composed not by president personally, who is guaranteed for five years and is able to change or reshuffle the government, but the government will be composed by parliament elected by people. That is parliament daily much more accountable to people and government daily accountable to parliament.
`In one word, it will complicate working for any government in the future and it will complicate working very much for prime minister. But in final this is a correct model on the assumption of the country`s interests`, Saakashvili said.
