Actually the war in South Ossetia continues up to today. However Russia fights not with Gerogia now but with South Ossetia. People are not killing each other here anymore but they are frightened, accused and imprisoned... "In 2008 after the recognition of the independence in South Ossetia Russia wished to include South Ossetia in own political and economic sphere but as yet it cannot do anything. Ossetian government spends the money received from RF as independent state according to own wishes. Imposition of some restrictions to such actions is considered as a trason.
For 2011 the amount of money allocated for South Ossetia amounted to 6.8 mlrd rubles. For the last period of time Russia tried to control own spenging for the humanitarian purposes. From the nexst year this scheme will be changed. Financial assistance will be transferred directly to the budget of the country, avoiding any commitees and commissions . The Russian advise will have a nature of recommendations. So, Ossetian governemtn officials will be given bigger independence what will be the result we can impagine if we will consider the experience of the past year. This was noted by Russian journalist in his reportage about South Ossetia. The Russian journalist pays attention to the fact that in the so called South Osetia during two years very shaky diarchy is. It is divided between Russian Prime Minister and Ossetian President. In 2009 june Vadim Brotsev was appointed as a chairman of South Ossetian Cabinet. Before he served as a hed of big construction company. To South Osetia he was sent by the reccomendation of own conterpart Roman PAnov, Minsiter of regional Development. Togather with Brovtsev to South Ossetia big amount of money inflow came. Before Moscow financed the South Ossetia very miserably, in 2009 Ossetia was financed for 10 mlrd. Brovtsv arrived to Tskhinvali with own team, he appointed to the managerial positions own counterparts, from Cheliabinsk. He had in time to abolish unnessesary ministries and from 18 only 10 were left. When Brovtsev arrived to South Osetia he took 40 people. Only 3 of them are left, one of them is in the holydays and nobody knows if he will return. In the Brovtsev's circle they said "they are expelled from here over putting pressure to them, they are under very big phsichological pressure. Everything was directed to the expultion of Brovtsev." In May the South Ossetian Parliament has declared distrust to the Prime Minsiter. The Parliament of South Ossetia conducts its sittings in the classroom. Putin interrupted to the case and demanded to stop intrigues against Borovtsev. Journalist noted that this is not a first case when Kokoity tries to pull out the invited Prime Minister. "Brovtsev is a third person in this respect, First, who after the war was dismissed in a year. The second was Aslanik Bulatsev who served the post of the Prime minister for three month only. People in masks simply treatened him and afterwards officially it was declared that he resigned because of the healh conditions. Brovtsev keeps his post it is two years already, but nobody is for him in South Ossetia to trust.
