USA ratified the agreement on strategic offensive weapons. The agreement will enter into force on February 5 after Hillary Clinton, State Secretary and Dmitry Medvedev, Russian President will exchange the signed documents. USA President notified the Senate that he will fulfill all demands that are in the resolution of ratified document. The Democrats managed to keep the neutral nature of the resolution however they made two changes in the document. Senators demanded to pay special attention to the USA nuclear modernization and to conduct the negotiations against the disparity in the tactical nuclear armament with Russian Federation.
Finally the resolution obliges the USA government to declared officially that the USA party is not obliged to impose some restrictions in the creation of antirocket system ‘'. As well USA will not give to Russian Federation the total telemetric information concerning rockets' launch.
