Irkli Sesishvili, expert in military issues said  USA starts the strategic partnership with allay states' civil society this  showed  the teleconference with participation of Hillary Clinton.
"The Egyptian events forced USA to make changes in own policy. Barak Obama being a democrat and Hillary Clinton understand this question well. They were emerged from the civil society. They were representatives of NGOs, "- Irakli Sesiashvili said in conversation with GHN.
Expert said the USA will try to establish stability in partner countries over strengthening of civil society. USA is interested with this, as nobody wishes instable partner.
Sesiashvili said Hillary Clinton's message is that USA from now on will not rely anymore on a government of partner country. USA has seen well that its cooperation with a government may be accomplished with fiasco, "- expert said.
"Egyptian representative criticized USA in its cooperation with Egyptian government only and its financing, this caused a crisis in the country. This wave of dissatisfaction spread over other countries, "- Irakli Sesiashvili said.
