Luis Moreno Okampa, Chief Procurator of Hague International Court of Justice said the peaceful population in Libya was killed according to the preliminary designed governmental plan. He said the government tried to avoid the Tunisian scenario, were the mass protest caused a resignation of government. He noted all proofs are at the hands of the Criminal Court about Gaddafy's guilt in killing of peaceful population for retaining a power.
