"I am not for the recognition of Abkhazia but the discussion on this subject may transform the conflict and show subsequent interesting ways for regulation of the conflict, "- Irakli Sesiashvili, political scientist said. In this context he understands the intention of Mamuka Areshidze, expert in Caucasus who presented recently a presentation for regulation of breakaway Abkhazia's problem. He said in turn for some preconditions a discussion about Abkhazia's independence would became interesting.
"Abkhazians say they wish independence. We can suggest them this in turn for some preconditions. One of the preconditions must be withdrawal of Russian Army (this will give to Abkhazians possibility to free up from Russian influence and establish independent relations with us among them the work out under the problematic questions). Following the logic Abkhazians should agree to this suggestion, but I think they will refuse and not because this is not at hand for them. This is very advantageous for them, but Russian Federation will not allow this. For Moscow it is very important to keep control over this region and they are not interested with the independence of Abkhazian state, "- Sesiashvili said.
Expert said, this will present Georgia in a positive light before the West showing that it wishes to regulate the conflict and cares not only about own interests - restoration of territorial integrity but as well after the Abkhazian citizens; and has a civilized and liberal approach to the regulation of this question. At the same this will destroy the mythos about Abkhazian independence. "The West will see that the Abakhzia cannot reach independence in fact namely because of the being occupied country by Russian Federation. This will make evident that not only Georgian territory is occupied but as well Abkhazian territory is occupied for Abkhazians, "- expert said.
The agreement should include the demilitarization, human rights defense, free movement over the territory for Georgian citizens and start o a process for return of refugees. This should happen step-by-step. But if we will keep the today's situation (I as Georgian will disagree with independence of Abkhazians), "- Sesiashvili said.
There are possible some other ways as well as a course of negotiations process. For instance Sesiashvili said he is for passing the governance of Abkhazia under the UN mandate likewise it happen in Kosovo's case. The demilitarization of a country will happen and step-by-step the free zones will be created. This will give guaranty for peace and normal civilized relations and in a long terms perspective this will be a basis for the regulation of a conflict. In one word the initiative of Mamuka Areshidze was misunderstood by many persons among them by journalists. I myself see it is very interesting, provoking suggestion for Abkhazians. This will be a probe of our relations and reaction of RF, " - expert said
