Russian President Dmitri Medvediev meets with his colleagues from Azerbaijan and Armenia for negotiation on basic principles of Nagorno-Karabakh war, GHN reports.
The Foreign Ministry of Russian Federation expressed his hope that the tri-lateral summit in Kazan will play a role in a 17-year deadlocked process of negotiations for the Nagorno-Karabakh problem. A document which is to be signed by leader of Armenia and Azerbaijan will lay a real foundation for future preparation of all encompassing peaceful agreement, " - RIA Novosti informs.
"We need to come closer to each other to decide this problem, "- Medvediev said at the beginning of a meeting. A Russian delegation headed by Sergey Lavrov, Foreign Minister and aide of Lavrov Sergey Prikhodko. This time OSCE Minsk group (Russia, USA, and France) is concentrated to the persuading Baku and Erevan to accomplish the work under the main principles of Nagorno-Karabakh problem regulation.
Under the Madrid principle for regulation of this problem Azerbaijan should get back its territories around the Nagorno-Karabakh. Nagorno-Karabakh will get an intermediate status for keeping the guaranty of security and self governance; a corridor connecting Armenia with Nangorni-Karabakh will be established; the status o Nagorno-Karabakh will be finally determined over population's will having an obligatory legal force. All IDPs will have a right to return to its previous places of residence; international guaranties for security, including the peacekeeping operation.
The Nagorno-Karabakh autonomous republic detached from Azerbaijan as was mainly populated with Armenian origin people. Azerbaijan insists keeping this territory under own rule, but Armenian Republic declares about defense of interests of own nationals. The Nagorno-Karabakh enclave is a misrecognised republic, as Azerbaijan does not recognized it as a party in negotiations.
The present meeting in Kazan may appear a breakthrough in this deadlocked conflict. The document have to be signed which includes a "road map" for the decision of a problem, which more than 20 years was seemed irresolvable. The only obstacle in this respect may appear only a possible military provocation in Nagorno-Karabakh.
