The Oppositional Eight (eight parties working under the improvement of elections environment) will replay to the suggestion of government about elections environment improvement tomorrow on May 27.
Zviad Dzidziguri, leader of the National Council said to the news agency GHN at this moment he Political Eight works intensely under the government suggested package.
"We have had a working meeting yesterday as well. The meeting will be held today as well, but no decision was taken yet, " - Dzidziguri said.
The Georgian government suggested own version for the improvement of elections environment to the Oppositional Eight (eight political parties working under the improvement of elections environment), GHN reports.
The list of initiatives of the Parliamentary majority Pavle Kublashvili passed to the representative of New Rights Mamuka Katsitadze. The authorities suggested the following amendments to the Constitution, which will be supportive for the elections environment improvement and will make elections transparent.
1. To the Constitution the number of MPs will be restricted to 190 people. 83 of them will be elected over the majority system from the one mandate circle: 107 - based on proportionate system.
2. For the monitoring of electorate lists a special commission will be established to which will enter representatives of authorities, opposition, NGOs. The Commission will provide the rechecking of electorate lists from October 1 o 2011 to July 1 of 2012. The governmental Budget will finance the members of the commission.
3. In the Elections Code the following questions will be considered:
3.1 the highest limit for donation to balloters will be established in GEL 60 000 for physical persons and GEL 200 thousand for juridical persons.
3.2 The balloter who undergoes the elections barrier will get GEL 1 mn from the Governmental budget for covering of elections campaign, GEL 300 thousand out of it will cover the TV advertising.
3.3 The coordination council will be established on the legislative basis for the monitoring of administrative resources using and reaction to the violations of the elections campaign conduction rules.
3.4 On the legislative basis the media monitoring will be conducted for the estimation of elections campaign. For the conduction of media monitoring the CEC will provide the choosing of a competent foreign or international company.
3.5 In a regional commissions the financing of representatives of the balloters at elections day will be performed from the CEC over the state Budget - GEL 50 for each representative.
3.6 The upper limit for the number of persons having a right to vote over movable elections boxes will be established.
3.7 The time limits for pleadings will be revised and the time limit for the pleading to the Court of first instance will be increased.
