The referendum in 2003 November 2 was held in breach of constitution. Pavle Kblashvili, Chair of the Law Commission, one of the leaders of majority said. He said the increase of MPs number in Parliament will be conducted in the legislative frames. This happens for several reasons: Firstly, the referendum in 2003 was conducted in breach of legislation. Namely the Constitution directly indicates that it is not admissible to hold a referendum for passing the law.
At the same time Kublashvili said the referendum results were to be reflected din the legislation only in one month after its conduction.
"In 2005 the Parliament MPs took decision on decrease of number of Parliamentarians not under the referendum's results but because that time the political opinion was developed. Taking this into mind this question is not connected with referendum, " - Kublashvili said.
He underlined the Parliament will take a decision for the increase of the number of Parliamentarians in accordance with the legislation, as it usually happens with initiation of new legislative Bills.
For information, the opposition believes that the increase of number of Parliamentarians should happen under the results of referendum annulling the 2003 referendum for decrease of number of Parliamentarians.
