Philippe Dimitrov, head of CoE representation in Georgia said in Georgia much work has been done in view of human rights violations and against torture. The positive changes are evident, he noted.
"Whosoever the reasons would be, the human rights defense has a priority. These are basic, European standards and values, the most important part of it. We are well aware that nothing is perfect in our world and the violations are frequent. In this respect in Georgia some positive changes still are evident. The report of the Committee against Torture reads that the work of Defender is very effective and that in the country national preventive mechanism works well. The mechanism which works in fact, "- the envoy said today in the Court Yard Marriott at the conference "The World without torture".
He underlined that after the passing of new legislation on Prisons some improvements are noticeable in the penitential system. Notwithstanding of all this the problems sill are in Georgia, he said. Some prisons are in a very hard situation. The problem is with the accessibility to the healthcare. Many things yet have to be done especially in the closed-type systems, among them in psychiatric clinics. The main is that it is necessary to have an effective investigation and the immediate reaction to the facts of inappropriate treatment and torture. This has to be done in time. This is the only way for the Justice system to be up to the mark. The victims of the torture and violence are to be able to get a moral satisfaction and compensation for damages, "- envoy said.
