The Free Georgia informs that the NAPR National Agency for Public registry refuses to issue certificates for property ownership in Abkhazia for refuses.
‘The public is informed that several years ago government and privately Saakashvili initiated the issue of the certificates for refugees who own a property in Abkhazia. After the grand presentation Saakashvili signed the decree No 233, on April 8 of 2008 about the rules of preliminary registration of realty in Abkhazia and South Ossetia. In fact up to today no ownership certificates were issued for Abkhazian realty. The reasons are unknown, "- the statement of the political party reads.
One of the cases touches IDP Yuri Turkia who in 2005 demanded the certificate o ownership but was refused in NAPR.
"Such actions are infringing the Abkhazian refugee's constitutional rights for the property rights. Moreover, refugees are deprived for the right to apply with pleadings against RF for property rights in Strasbourg Court of Human Rights. To be noted for the similar case the ECHR already delivered a judgment in favor of Cyprus refugee for defense of his property rights in the case against Turkey, "- the statement political party reads.
