Venice Commission Chairman Jan Bukakio believes that the powers in the state have to be divided between president, governemtn and parliament. He said that after the Rose revolution the changes are positive one; however the balance of powers is not quite good.
Bikako said that the accountability of the executive power before the parliament have to be increased. The local self-governemnt have to be more powerfull, the Court have to be more independent. And what about the Constitutional changes thay have to be acceptable for all political parties.
"After the Rose revolution in the Constitution the lack of balance between branches of the government is. I am admitting that you have to establish a strong control in the state politics but now it is nessesary to soften this politic and to make the balance of powers more fair. The balance has to be established in Executive, Legislative and Judicial powers. The powers of the Presidnet have to be decreased, at the expence of what the powers of the Parliament will increase. You need the independent Court. The Constitution needs some changes, " - Jan Bukakio , Chairman of Venice Comission said.
