The internet edition WikiLeaks published next one confidential letter sent by former USA Ambassador to Georgia. John Taft this time discussed Abkhazian question. He said that in Spring of 2008 Abkhazian politicians were hoping that Russia would recognize the independence of Abkhazian Republic in response to the recognition of Kosovo by the West. This information was given by Jean Arno, back then the head of UN observation mission. He said that to sooth Abkhazians Russia lifted economic sanctions and increased Russian peacekeepers in Abkhazia.
These actions invoked reactivation form Georgia. The Georgian government presented new plan for the conflict regulation and suggested to Abkhazians a wider autonomy and the post of a vice-president; as well establishing of a free-economic zones. Moscow denied this plan, later the Abkhazians denied it as well. Nevertheless, later on they tried to find ways for direct negotiations with Tbilisi.
When meeting with USA and EU diplomats Shamba criticized Western approaches, he said they were giving no alternate variations.
John Taft said if Russia will try to openly annex the territory, Abkhazians will fight and the Northern Caucasian allies will join them. Nevertheless Shamba never said such things openly.
The confidential letter as well reads about negotiations of Western European countries' leaders with Shamba. They said for the first time Bagapsh was against negotiations with Georgians, but later he agreed to. The main question he demanded was a withdrawal of Georgian Army from Codori valley. Later he agreed to replace Georgian Army with UN or EU mission. At the same time he called EU to ‘speed up' as the Russian Federation was in a hurry to establish the political and economic influence over Abkhazia.
