The Georgian authorities started to work on elaboration of the working plan that will be based on the State Strategy on Occupied Territories, created by them. The Deputy Prime Minister, the State Minister for Reintegration Temur Iakobashvili spoke in detail about this at the joint Sitting of the Foreign Relations Committee and of Temporary Commission on Territorial Integrity Issues of the Parliament of Georgia.
"There is a great interest towards the State Strategy, which we can say is innovation generally in the conflict settlement. We received positive response from the inhabitants of the occupied territories, as well as from the IDPs, refugees, academic circles and experts. There was expressed positive attitude towards it also in the OSCE and other international organizations and they are ready to actively participate in the implementation of the document" - said Temur Iakobashvili.
Accordance to the State Minister, the first working draft of the action plan will be ready already this month and in its full form it will be ready by the end of June. The consultations are going on in the country and abroad. France expressed the desire to host the special conference for this purpose. As Temur Iakobashvili mentioned, neither Russians hid their reaction towards the document. They have made various assessments. The State Minister stated: "The approach of the Georgian authorities is clearly innovational - this is the Russians response."
As Temur Iakobashvili stated, the main goal of the plan is when there is a discussion of the occupied regions' future and reconciliation, in the negotiations first of all should participate as the inhabitants, remaining on the spot, also the IDPs and refugees. There has been reached an agreement that for the formation of relations with neutral status, presumably, under the auspices of the UNDP, there will be created the Georgian-Abkhazian Commission, by means of which the Georgian authorities will solve the whole set of issues. In accordance with Temur Iakobashvili's information, the situation of the population, remaining on the spot is also quite difficult. There are mass violations of Human Rights, the Georgians, residing there also have a serious problem, as the occupants are violating their rights. The Georgian authorities appeal to the leadership of the EU for active monitoring.
"It is essential for us that the local community, residing there and the IDPs can communicate with each other. On the other side also live our people and we have oriented our action plan just to this direction.", - said the State Minister. He also especially noted the importance of non-recognition of the occupied territories. The State Minister also expressed gratitude to the Parliament of Georgia that appealed to the Parliaments of different countries so that they create the corresponding legal document on non-recognition of the mentioned territories.
Vera Kobalia, the IDP, and leader of the NGO "Coalition for Justice" spoke about the IDPs and protection of their rights in Georgia and abroad.
"We are asking for justice, right to return to own homes, management of our property. Our goal is restoration of justice for the IDPs and it is a matter of dignity for the civilized world", - she stated.
In the meeting were also participating the Members of the Supreme Council and Government Members of the Autonomous Republic of Abkhazia. Chairman of the Government of the Autonomous Republic of Abkhazia, Gia Baramia, stated: "The destiny of the population, remaining on the occupied territories and the restoration of the broken links are important for us. The Government of the Autonomous Republic of Abkhazia also participated in elaboration of the State Strategy and now it is time for implementing of this strategy and we will participate in this by all means. The action plan should be targeted, detail-oriented." He also expressed support to the NGO "Coalition for Justice" in its activities.
At the end of the sitting was mentioned that the legislators also contributed to the elaboration of the working plan.
