The Ukrainian government is planning to establish a special fund to finance restoration work in Donbas, and oligarchs and international donors will replenish this fund, reports GHN based on Ukrinform.
Ukrainian Prime Minister Arseniy Yatseniuk said this while opening a government meeting on Wednesday.
"I have instructed the Finance Ministry to prepare a respective draft law on the creation of a special fund for the restoration of some areas of Donetsk and Luhansk regions, which should be filled, first and foremost, with donations and funds of Ukrainian oligarchs, and secondly, within international donor support. And we will hold a respective donor conference," he said.
He said that the government would allocate funds from the state budget to restore Donbas only if Ukraine regains full control of the territory and businesses working in the east start paying taxes to the central budget.
"The government will not take money from Lviv, Poltava, Kyiv, Zhytomyr, Ukrainian pensioners, doctors, and teachers and send them to restore areas that are not controlled by Ukraine, as this money will be stolen by Russian terrorists. The proposed formula is very clear: 'we collect money and restore [Donbas],'" Yatseniuk said.
