A complete ceasefire is required for the deployment of the OSCE mission in Donbas.
U.S. Assistant Secretary of State for European and Eurasian Affairs Victoria Nuland said this at a meeting with the leadership of the Ukrainian State Border Service, reports GHN based on Ukrinform.
This is a civilian, rather than military mission, therefore it can work only amid peace, so it can work in those parts of the area with special status where there is peace, and where it is most needed, Nuland said.
She noted that OSCE staff could not monitor the situation in areas where gunfire continues.
According to Nuland, this is why the United States supports the peace plan of Ukrainian President Petro Poroshenko, which envisages full compliance with the ceasefire.
As soon as peace is restored and control over the international border is established, then OSCE mission monitoring will be deployed, she said.
