On the 13th of October 2014, text of the draft "Agreement between the Russian Federation and the Republic of Abkhazia on Alliance and Integration" was posted on websites of Abkhaz and other news agencies. As it was reported the document was elaborated by Russia and submitted for consideration to the new authorities of the de-facto regime, reports GHN based on the Ministry of Foreign Affairs.
Regrettably, the aforesaid information and the text of the so-called draft agreement indicates that Russia still continues to grossly violate the fundamental principles of international law and neglects the commitments undertaken by it.
It needs to be emphasized that despite the complicated problems relating to the de-occupation of Georgia's territory and the restoration of its territorial integrity, the Georgian Government two years ago offered Russia a new format of bilateral dialogue aimed at restoration of confidence. The realization of this policy brought about positive consequences in trade-economic and humanitarian areas. In our opinion this process plays a positive role in the strengthening of stability and security in the region. It should be underlined that the signature of the so-called agreement and its further implementation will pose a serious threat to the process of normalization of Georgia-Russia relations and will considerably damage the International Geneva Discussions, which are of particular importance.
It is unacceptable to speak on behalf of peoples of the two countries in the preamble of the so-called draft agreement. It is generally known that the majority of the native population of Abkhazia, Georgia has been forcibly - including ethnic cleansing - expelled from their own houses. Unfortunately, the realization of the so-called agreement will seriously endanger the identity of population of Abkhazia, Georgia who remains in the territory.
We hope that the Russian Government will refrain from the signing of this new agreement, otherwise this action will be assessed as a step towards the annexation of occupied Abkhazia, Georgia, which will result in the relevant international legal consequences.
We call upon international organizations and international community to take special notice of the aforesaid issue and of Russia's intentions the fulfilling of which will qualitatively change the situation in the region and generally will create additional problems to the security in Europe.
