The State Procurement Department of Ministry of Defence of Georgia implements procurements in full compliance with the Georgian legislation. A number of measures have been taken within the MoD aimed at making procurement system maximally transparent. The representatives of non-governmental organizations attend the sessions of tender commissions in the capacity of observers. The MoD has joined NATO Building Integrity (BI) initiative too. In 2013 the North-Atlantic Council experts positively assessed the anti-corruption reforms carried out in Ministry and offered the Georgian side to share successful reform experience with NATO partner states.
Compared to past years, the percentage of secret procurements ongoing in the MoD has been reduced to a minimum and amounts to 16 % of common procurements this year. It is notable that 74 % of state purchases carried out in the MoD in 2012 were secret.
In case of secret procurements, when the MoD is entitled to hold negotiations with only a single company, the method of price quotation is generally used. It happened so during purchase of fiber optic line, when all the companies with access to classified information were asked to present their proposals.
This particular procurement is regarded as classified. Considering a high interest from the public, the MoD puts forward an initiative to lift the status of classified information on the above-said procurement to help the investigation process go on in a transparent way.
The MoD is interested in thoroughly investigating the case and expresses full readiness to continue intensive cooperation with all the interested parties.
