The versions suggested by alternative group regarding the so-called law on listening is a risky for state security, - the Prime Minister of Georgia Irakli Garibashvili stated at the government meeting today. The Prime Minister thinks that when it comes to mobile operators or possessing so-called key by court it is directly connected with state interests and security, reports GHN based on press service of the Prime Minister.
"We say that the so-called key shall be on one side in the hands of mobile operators that state they do not want to possess it. On the other side I am personally against that the mechanism of switching is in the hands of mobile operators and court. Mobile operators in all three cases are in the ownership of foreign companies and there is no such arrangement in any country where state interests are protected. Mobile operator may govern this issue if a number of security norms are followed. In our case it is not like this and the state cannot trust the security of state, country, citizens and state secrets to the citizens of foreign countries", - the Prime Minister stated.
According to Irakli Garibashvili it is practically impossible to implement listening technically by judges.
"The version, which was drafted and presented, implied creating controlling mechanisms with inspector of personal data protection Tamar Kaldani who would implement monitoring and control the ministry of internal affairs that is absolutely European and modern approach. There are EU member states where the so-called key is in the possession of the ministry of internal affairs and security services but they have established monitoring. This is an approach that we offer. Today discussing the issue that the law shall be rapidly adopted and this mechanism shall be given to foreign companies on the one hand and to court on the other is destructive, the step against the state", - Irakli Garibashvili noted.
According to the Prime Minister ideas are good though it is necessary to analyze current reality for its implementation. As the head of the government noted today Georgia faces tough challenged and in this case paralyzing the whole law enforcing system means sabotage against the country.
Irakli Garibashvili addressed majority and minority of parliament to think once again and make a reasonable decision. According to the Prime Minister they cannot make an unreasonable decision which will damage state interests and security which is the primary objective and it is absolutely unacceptable to discuss it superficially.
The Prime Minister remembered the law on interviewing witnesses according to which all the witnesses shall be interviewed in the court. According to Irakli Garibashvili at that time judge of Supreme Court Kote Kublashvili stated that the state was not ready for this. The head of the government also noted that he asked this question to Deputy Pavle Kublashvili as the bill was initiated by National Movement.
"He knew very well that this will lead to paralyzing law enforcement agencies. I asked him why he was doing that as it is their - National Movement - country too, the opposition's country and why they do not take care of state interests. He answered that it the issue of the opposition to create problems for the government, and the government shall not make such mistakes and respond to such challenges", - the Prime Minister stated.
