On the 30th of October 2014, Georgia's Permanent Representative to the OSCE, Ambassador Extraordinary and Plenipotentiary of Georgia to Austria, Mr Konstantine Zaldastanishvili made an official statement at the meeting of the OSCE Permanent Council regarding Russia's initiative to sign the "alliance and integration agreement" with the Abkhazian occupation regime. In his address Georgia's Permanent Representative discussed in detail additional threats that may arise in case of the signature of the so-called agreement and emphasized that this step represents an open attempt of annexation of Abkhazia - an integral part of Georgia, contradicts the principles of international law and is likely to hinder the Geneva International Discussions which bear particular importance. The Georgian diplomat stated that this action of the Russian Federation will further escalate the situation not only in Georgia's occupied territories but also in the entire region and will pose a threat to European security.
Ambassador Zaldastanishvili emphasized that if Russia succeeds in signing this so-called agreement with occupied Abkhazia it will proceed to undertake an analogous action with respect to Tskhinvali as well. The Georgian diplomat appealed to international community for support and for the condemnation of Russia's actions and called on the Russian Federation to respect Georgia's sovereignty and territorial integrity and to refrain from signing the so-called agreement.
During the meeting of the Permanent Council, the statements supporting Georgia have been made by the Permanent Representatives of the European Union (Iceland, the former Yugoslav Republic of Macedonia, Bosnia and Herzegovina, Montenegro, Albania, Ukraine and Moldova joined the statements); of the United States of America, Canada and Norway, who strictly criticized Russia's initialing of the so-called treaty and underlined that Russia's these activities will prevent the Geneva International Discussions. The aforesaid Permanent Representatives called upon the Russian Government to observe the principles of the international law; to fulfil its obligations under the 12 August 2008 Ceasefire Agreement; and to respect Georgia's sovereignty and territorial integrity within its internationally recognized borders. They also underlined the need to extend the EUMM mandate over Abkhazia, Georgia and the Tskhinvali region, Georgia; and to restore the full-fledged mission of the OSCE in the whole territory of Georgia, particularly in Abkhazia and the Tskhinvali region. The Permanent Representatives once again expressed their concern over the illegal presence of Russia's military and security forces and military infrastructure in Georgia.
The OSCE Permanent Council meeting held on the 30th of October 2014 demonstrated once again that the Russian Federation in terms with Georgia is facing full international isolation.
